6.7. Fair usage (access limitations)
The goal of the NRVC is to created a shared, reliable and fair data source of vertical cabling data. Therefore it is important to guarantee that each user of the NRVC not only consumes the available data but also contributes to it. To promote a fair usage of the data a faire usage policy will be developed and implemented.
You will find below a few suggestions for such a policy which can be enforced by the system, but the exact policy and its implementation still need to be defined in collaboration with the stakeholders.

Credits
We can estimate that each operator has more or less an equivalent rate of customer enquiries that require a consultation of the NRVC compared to the number of real installations. E.g. 10 customers go to the shop to request a information on eligibility to their products, but only 1 out of 10 buys the product and requires an installation.
If this assumption is true (or similar enough in between operators) we could implement a system that would consume 1 Organisation credit per consultation and grant X Organisation credits per vertical cable information inserted in the NRVC.
Since the data consumption occurs prior to the data ingestion (first the customer comes to the shop and requests information, then the installation is done), we could design the system to allow a credit consumption of up to -Z credits, where Z would be computed based on the above assumptions.
Fixed rate limiting based on operator size
If the credit system is too complex to implement fairly. One could create a fixed limit per operator that depends on the operator’s size. In parallel MyConnectivity would need a dashboard to monitor the operator’s contributions to make sure that the ratio consumption / production stays fair for all operators.
The operators could also have access to their own statistics and receive alarms when a certain threshold is reached.
Exhausted credits / thresholds
When credits are exhauses, the operators won’t be able to perform additional queries. The operators can contact MyConnectivity before the threshold is reached, or once the threshold is reached to asked them to increase their limits.
MyConnectivity will then analyse the request and decide if the limit should be increased permanently, temporarily or not. In any case, MyConnectivity will raise awareness on the importance to contribute to the NRVC to be able to benefit from it.
Reporting mode
MyConnectivity generate reports on the contributions and consumptions of each actor and regularly control that all actors are contributing fairly to the system. If an irregularity is detected, MyConnectivity would trigger discussions with the given actor to solve the issue.
